A project entered the Deliberative Council and proposes establishing specific rules for the operation of digital passenger platforms.

The debate on the use of transportation applications once again took center stage in La Plata after the entry of a draft ordinance that proposes to regulate and enable services such as Uber, Cabify y DiDi within the party.

The initiative was presented in the Deliberative Council and proposes the creation of a regulatory framework for private passenger services contracted through digital platforms, an activity that currently operates in the city without specific municipal regulation.

The objective of the project is to formally recognize this type of mobility and establish minimum conditions for drivers who work through technological applications.

What requirements does the initiative propose?

The proposal promoted by councilor Juan Pablo Allan, of Freedom Advances (LLA)establishes that those who provide the service must have a current professional license and insurance that covers the activity of passenger transportation.

In addition, it contemplates the possibility that the service can be performed with both cars and motorcycles, as long as the vehicles comply with the conditions established by national and provincial regulations.

One of the central points of the project is that platform drivers do not have to meet the requirements of the traditional taxi and remises system.

In that sense, the initiative states that quotas, vehicle age limits, identifying colors, taximeters, fixed stops or other specific obligations of these services cannot be required.

Changes in municipal controls

The project also establishes modifications regarding the actions of the municipality. According to the proposal, the Municipality could not sanction, retain or seize vehicles solely for providing services through applications, as long as the drivers prove compliance with the established requirements.

From the foundations they pointed out that the digital transport platforms They are already part of the daily reality of thousands of users and workers, which is why they consider it necessary to move towards regulation that provides greater predictability.

In addition, they maintain that the coexistence between different mobility alternatives could expand the offer of urban transportation and generate new options for the residents of La Plata.
