Mendoza: a mother reports that a state agency is holding her daughter and does not tell her where she is

The Interdisciplinary Technical Teams (ETI) of Mendoza, created to protect children and adolescents in vulnerable situations, are today at the center of a storm unleashed by a series of complaints of irregularities in their interventions. There is one for each provincial department – in total there are 18 – and their function is to evaluate cases and apply protective measures, however, what should be a care device has become a focus of controversy.

As revealed by the Tik Tok account @lalobamendocinaok last July, there are serious accusations regarding ETIs. The separation of children from their parents without a court order or exhaustive evaluation – based on allegedly biased or incomplete reports – the lack of follow-up after the measures adopted and the fact that institutionalized minors are left without contact with their families for months has become naturalized in the province. And what’s more, in the absence of control mechanisms inside the spaces in which they are housed.

One of the most resonant cases is that of Daniela González, mother of Ileana, a 10-year-old institutionalized minor who chained herself in front of a children’s home to demand the return of her daughter. According to her account, the ETI’s intervention was based on a complaint filed by her sister for alleged mistreatment of the girl and abandonment of the responsibilities related to the relationship by Daniela and her husband, a situation that could not be proven.

The minor’s parents agreed to carry out all types of tests ordered by the Court, which were in their favor, but they still cannot be restored to the care of their daughter. NewsDigital He spoke with the woman, desperate because to this day, she does not know where her daughter is. The ETIs depend on the Undersecretary of Children, Adolescents and Youth. The specific case of this note involves the one located in Rivadavia, whose responsible is Virginia del Valle Pantone.

-How did your story begin?

-My daughter is transferred to a home in Maipú. First and foremost, they left us at the police station, as if detained with my daughter. They scared her. They had put a police officer in custody of us and told us that we have to wait. People from the ETI of Rivadavia arrive, who could not really intervene because it is another constituency.

-How is that?

-I mean, it’s another place. The Santa Rosa ETI – where the family lives – should have intervened and not the Rivadavia ETI.

-GOOD…

-The girls from the Rivadavia ETI arrived. Three people, two of whom we knew who they were and another person who we never knew, never gave us their name, never introduced themselves, never did anything at all.

-That way, they take your daughter to a police station?

-Of course, here comes a police girl and tells me that she has to take my daughter and I tell her “no, I’ll take her closer to where you have to take her” and I ask her “why do you have to take her?” Then he takes it from my daughter, takes it and since my daughter did not want to go into the room where they were taking her, they reduce her and put her inside a room.

-Were there two that you knew?

-These girls from the ETI are approaching, Virginia Pantone y Laura Pereirawithout any paper. They don’t give us any paper, they don’t tell us anything and I asked him, «But where are you taking it? Give me a paper to sign and it tells me I can’t give you information, I can’t give you absolutely anything, I’m not going to give you information.» I tell him well, “wait for the lawyer to arrive.” No, he tells me “there is no lawyer, there is nothing here.” When they leave, they make us leave and I see that my daughter’s head is lowered and they put her directly into the ETI car. They take her away, as if my daughter were a prisoner.

-Virginia Pantone is not just another person in this story, she is the one in charge of the ETI Rivadavia…

-Of course, she is the lawyer for ETI Rivadavia.

-Did she personally take charge of the operation?

-She kind of mobilized everything, but she never gave us an explanation, she never told us anything. After all this, they take my daughter away. She tells me that they are going to take her to Notti (Notti Hospital) I ask her “why to Notti?” and he doesn’t answer me. This was on a Friday. They called me that night and told me that the baby was in the safe house, next to the hospital. Well, on Saturday we went to the hospital and discovered that my daughter had never been admitted to Notti. I went to the shelter house – which was called McDonald’s House – and they told me that my daughter was not there either. I couldn’t find it anywhere. We went to the Rivadavia ETI and they did not want to give us information. I call the girls from Missing Children and they tell us that my daughter was in Godoy Cruz.

-Did they go there?

-Yeah. My daughter was in an “intermediate”, which is what they call where the kids who suffer from addictions, drug addiction, thefts and so on are.

-Let’s put a point here. A girl from a good family, who for no reason, for no apparent cause, is being taken from her home and taken to a home for kids with addictions, that is, with a completely different reality, to which her daughter is not adapted, because she is not from that world…

-Of course, it is an alternative home that is in front, it is like saying, a little house that is in front of the children who are with addictions. Those kids cross, it’s a little path there is and they can perfectly get into the home, into the alternative. My daughter was in that alternative. I, thanks to La Loba (on TikTok @lalobamendoinaok), searched, searched, searched, until I found my daughter there. Well, they told me that I had a restraining order, that I couldn’t get close and so on. After there, my daughter was transferred to the Claveles Mendocinos home.

-And under what conditions did you arrive at Claveles Mendocinos?

-My daughter entered completely undocumented. They couldn’t enter her in the ETI, in the alternative – where she was first – they couldn’t enter her. So what happened? Pantone directly said to enter it the same. They wrote a paper and admitted her, but my daughter entered completely undocumented.

-When did this happen?

-In July it happened. When all this happens, my daughter enters Claveles Mendocinos. In Claveles Mendocinos four girls escape. Of those four girls, I communicate with one mother. This mother tells me that she did not know who the other two girls were with, because two were this mother’s daughters and the other two did not know. Then I chain myself to ask, please, where my daughter was. Here come those from the DGP, those from the DSA.

-I am going to ask you, please, to clarify what the acronyms are, so that readers outside of the province of Mendoza

-The DSA is the alternative care that would come to be, which is already the one that takes care of the children who are in the homes. And the DGP is like the general direction of the ETI. They arrive – I was chained – the same people from the home call the police. I yelled at my daughter that I was there, that I was fighting for her. When the police officer came in and asked for the file, there was no file. They couldn’t find my daughter’s file, absolutely nothing, they couldn’t even find the restraining order that the father and I supposedly had. Well, during all this, I was there for about an hour and I told the police that I was unchained, but they should tell me that my daughter is fine. After this, a month and ten days more or less pass and my daughter opens the door of the home and asks her to leave.

-This is very serious. A minor, stolen from her family, suddenly the authorities of this place opened the door for her to leave. Did they not even call her parents to go look for her?

-No, nothing, absolutely nothing. What’s more, supposedly they took our daughter away from us because she wasn’t going to school, right? Well, my daughter after the July holidays could have entered school. From home they never sent her to school because they didn’t let her go out, and suddenly, they opened the door for her with another classmate and a caregiver, one who they have to call «aunt» inside, went to the square. And from there the caregiver left and my daughter and the other girl left home.

-We must emphasize this because they abandoned minors on the street to their fate…

-Totally, totally. That’s why I’m desperate. Because imagine that my daughter, on Tuesday they just notified our lawyer that my daughter was no longer at home. And my daughter was gone on Saturday. We and the father went out to look for our daughter, desperate. Until we get a call. I was expecting the worst news, and when I speak, they tell me “please come look for her and look at her condition.”

-How did they find it?

-My daughter was totally doped. I didn’t recognize her because she was totally drugged. When I saw her she had one of the veins burst in her arm, her arms were cut with glass. Then I spoke to her and asked her, “daughter, what happened to you?” She was staring at me and didn’t know what to talk to me. Then the mother who found her tells me, “either you take her to the room and have them do a study, or if you want to protect her, protect her.” And he tells me “but give her a lot of liquid, because this girl is totally doped.”

-What did they give him?

-I asked him that and he told me that they gave him Lorazepam and that they put a little white powder in his food. And I asked him what happened to his vein. «They took me to a very, very hidden room in a very small place where there were very few people,» he says, «first they injected me with something and then they took my blood. And then they injected something into my vein and it made him very sleepy.

-Was the intention of these people to keep her asleep so that she doesn’t complain and ask to go home?

-Of course, then I asked him why his arms were cut and he told me that he cut himself with glass, that he wanted to die because he couldn’t stand it in there anymore. She also told me that her shoulder hurt because she was crying a lot in the bathroom and that one of the aunts twisted her arm and threw her to the floor, and that that dislocated her shoulder. Then she says they took her to the doctor and gave her Lorazepam.

-For all this, at what point in the year are we already talking?

-In August.

-Okay, so that’s when they meet again, have all this dialogue and put her away?

-Of course, we put it away. We tried to detoxify her, but she was very nervous and very afraid. And he started telling us everything. He began to tell us that there were girls inside the home, and that one of the girls had been taken as if to do a check-up. And when she returned, the drivers who had taken her had abused her. They left her there, lying on the bed, and then they wanted to take my daughter. She locked herself in the room. She tells me all this.

-How long could they be with their daughter?

-Well, now on October 24 they find my daughter. They take us to the police, supposedly so that my daughter could give her testimony and say who she wanted to be with: with her parents, or with whom. But that was all a lie because those from alternative care arrived and told us that they were taking my daughter to Malargüe.

-When you go to look for your daughter, that is, when you find her with you and take her away again. Did they tell you anything about any criminal consequences they might have?

-Absolutely nothing. They didn’t tell us absolutely anything. What’s more, I filed a complaint about sexual abuse that he did to my father, about the abuse that he did to my sister. All that was stopped. Because of our issue, the lawyer asked lifting of the measure that deprives us of being with our daughter because we got an expert opinion and they found that we are fit to be parents, but the judge does not agree to anything. He doesn’t even respond to our lawyer, except to apologize for the delay.

-At the time they took your daughter away for the second time, didn’t you suffer any pressure from the Mendoza Police?

-No, on the contrary. They treated us very well and told me: «Mom, don’t worry. We’re going to go to the police, the girl is going to testify and you’re going to come back.» The police spoke to us, they spoke to my daughter and told her: «Don’t worry, chubby girl, we’re going to go, you’re going to testify, you’re going to say who you want to be with and you’re going to come and have an ice cream with your mom, you’re going to see your dad and this torment is going to end.» My daughter asked: «Will you swear to me?» and she said yes and when we wanted to agree, the alternative care people arrived and told me that they were taking her to Malargúe. I told them (to the officials) “well, give me a paper to sign.” My daughter held on to my clothes and asked me not to leave her because they were going to mistreat her. The thing is that they tell us that they are taking her to Malargúe and all of this, I have absolutely no news about my daughter, I have no news about my daughter.

-And where did they take her?

-They told my lawyer that my daughter was in Claveles Mendocinos (N.de la R: a transit home). I go to Claveles Mendocinos and they told me that my daughter was never admitted. My daughter is not in Claveles Mendocinos, or she is not in Malargüe, she is not there.

-Don’t you know where it is?

-No, we don’t know where our daughter is. In other words, they told us that, supposedly, our daughter was in Malargüe, but my daughter is not there, because the ETI shows that my daughter is in Claveles Mendocinos.

-Of course, you can put anything on paper, but the reality is that when you go looking for it, they can’t invent it if it’s not there…

-It’s not there and that’s the despair. Just one of her aunts, on my partner’s side, went to ask and they told her: “No, Ileana is not still here, since Ileana left she can no longer enter the same home again, so Ileana is not here.” They have not called us by phone since they took her on October 24 until today, we know absolutely nothing about my daughter. We don’t know her whereabouts.

-They have tried to climb positions in the Mendoza government, I don’t know of any letter to the governor or something let’s say to also give this another public status, right?

-I have done everything, I have done everything. We have moved everywhere, we have gone to the Judicial Pole, we have gone everywhere and everyone tells us the same thing. What happens is that the judge Lina Rosa Morcos (in charge of the Third Family Court Secretariat No. 1) does not want to agree to lift the approach restriction measure, nor does she want to agree to give the Gessell camera to my daughter, because she knows perfectly well that if she speaks the pot will be uncovered, because my daughter was abused and if she talks about what happened at home, she will say that she was beaten, that she was drugged, that they injected her, we do not know what, in her little body, that she had veins burst and everything he experienced. They gave him rotten food and if he vomited it he had to eat it.
