The General Defender of the Nation (DGN), under the management of the General Advocate of the Nation, Dr. Julián Horacio Langevin, ordered the creation of the Coordination of Public Defenders of Victims. This measure constitutes a strategic step to organize and strengthen action throughout the country.
The creation of this instance is part of a clear management line. Its objective is to consolidate specialized structures with a concrete impact on access to justice. It also seeks to improve the quality of institutional response to situations of special vulnerability.
All of this is aligned with the principles established by the Law No. 27,372 on Rights and Guarantees of Victims of Crimes.
A necessary paradigm shift
The Ombudsman’s Office highlighted a central point. The effective recognition of victims’ rights requires devices “stable, specialized and coordinated” .
These devices must be capable of guaranteeing homogeneous, coherent and respectful interventions of their rights throughout the national territory.
The creation of this Coordination responds to a profound need. It is about overcoming the paradigm that relegated victims to a marginal place within the criminal process.
Victims as autonomous legal subjects
The new approach seeks to consolidate victims as autonomous legal subjects. They are holders of enforceable rights during all stages of the process.
These rights include:
- Access to appropriate information
- Technical support
- Comprehensive protection
- Repair of damage suffered
Functions of the new Coordination
The Coordination will be in charge of two main tasks. On the one hand, the joint of the Victims’ Advocates’ Offices. On the other hand, his strengthening institutional.

The Coordination will be directed by the Dr. María Fernanda Alberdi. She currently works as Legal Secretary of the General Defender of the Nation.
